Working as general counsel to the Union County Improvement Authority (UCIA), DeCotiis, FitzPatrick, Cole & Giblin partners Jonathan Williams and Jerrold Binney helped craft the shared services agreement with Union County that provides the framework for the construction of the Union County Child Advocacy Center.
The Center will be a satellite office of the Union County Prosecutor's Office where legal, investigative, therapeutic, medical and child protective staff will offer services to children, from newborns to age seventeen, who report physical or sexual abuse by a caretaker. The Center, which replaces an aging and overcrowded facility, will provide a comfortable and safe environment for children to be interviewed, examined and evaluated by Division of Youth and Family Services (DYFS) professionals.
The center will be located in the City of Elizabeth in a 2 ½ story building that was formerly the site of a funeral home. Union County acquired the site in 2009 and as part of the shared services agreement; the UCIA will assume financing and construction management of the facility.
DeCotiis' Williams and Binney serve as general counsel to the UCIA and are part of the financing team that structured the shared services agreement and will be managing the process through completion.
