Mr. Borin joined our firm in 1995 and became a partner in 2001. He currently serves as a member of our firm's Executive Committee.
Mr. Borin serves as Fund Attorney to the New Jersey Public Housing Authority Joint Insurance Fund. He also serves on the defense panels of several other joint insurance funds throughout the State. He has substantial experience with the defense of various claims against public entities, as well as experience in all aspects of the regulation, operation, and management of joint insurance funds in the State of New Jersey.
Mr. Borin has also served as General Counsel and Special Counsel to some of the largest water supply and wastewater treatment operations in the State. Among the many entities he has represented are the North Jersey District Water Supply Commission, the Joint Meeting of Essex and Union Counties, the Passaic Valley Sewerage Commissioners, the Edgewater Municipal Utilities Authority, the Jersey City Municipal Utilities Authority, the Plainfield Municipal Utilities Authority and the Western Monmouth Utilities Authority. He has counseled his clients on matters involving public procurement and contracting, litigation, personnel issues, environmental regulation and permitting. He has also advised various clients regarding the acquisition and protection of properties deemed critical to the protection and enhancement of the watershed.
In the areas of Development and Redevelopment, Mr. Borin has represented a number of public agencies and non-profits in projects involving the financing and construction/renovation of affordable housing units. He recently served as Special Counsel in the first public housing authority Rental Assistance Demonstration (RAD) conversion in the State.
Mr. Borin regularly works on his client's behalf with various State agencies, including the Department of Environmental Protection, the Department of Community Affairs, the New Jersey Housing and Mortgage Finance Agency and the Department of Banking and Insurance. He has also appeared before various State legislative committees in connection with legislation relating to his clients' interests.
Mr. Borin has also counseled his clients on matters of ethics and has lectured on ethical issues for public officials and compliance with the New Jersey Local Government Ethics Law.
He received his Bachelor of Science in Business Administration, with a concentration in Finance, Cum Laude, from Villanova University in 1990. He received his Juris Doctor in 1994 from Fordham University School of Law. Following law school, Mr. Borin clerked for the Honorable Kevin M. O'Halloran, Presiding Judge of the Superior Court of New Jersey, Bergen County, Chancery Division.
Mr. Borin has served in various civic roles including, most recently, as Deputy Mayor of his hometown.
