Mr. Borin’s practice crosses several disciplines and includes work in the areas of Public Utilities, Real Estate, Environmental Law and Government and Regulatory Affairs. He has represented developers of residential and mixed use development and redevelopment projects and has represented governmental clients in matters involving public-private partnerships and consolidation of services. On behalf of his clients, he has appeared before various State agencies, including the Department of Environmental Protection, the Department of Community Affairs, the Department of Banking and Insurance and the Department of Transportation.
Mr. Borin has also counseled some of the largest public water supply and wastewater treatment operations in the State of New Jersey. He is skilled in issues relating to public contracting, project financing and environmental permitting. As a result of his work in the area of potable water supply, Mr. Borin has developed a comprehensive knowledge of issues associated with both the drought management and water allocation processes. He has also assisted his clients with the acquisition of properties deemed critical to the protection and enhancement of the watershed.
Mr. Borin also has substantial experience with all legal aspects of the regulation, operation, and management of joint insurance funds formed by local government units in New Jersey, and has served as General Counsel to one of the most successful joint insurance funds in the State for over a decade.
He received his Bachelor of Science in Business Administration, with a concentration in Finance, Cum Laude, from Villanova University in 1990. He received his Juris Doctor in 1994 from Fordham University School of Law. Following law school, Mr. Borin clerked for the Honorable Kevin M. O’Halloran, Presiding Judge of the Superior Court of New Jersey, Bergen County, Chancery Division from 1994-1995. Mr. Borin has been a lifelong resident of New Jersey.
