As a member of the Municipal Law, Environmental Law and Green Practice groups, Ms. Rubinstein's practice crosses several disciplines and includes substantial experience in environmental regulatory matters, providing general counsel to various public and private clients in numerous areas including Municipal Land Use Law, real estate acquisitions, wetlands and open water fill permitting, industrial site transfers and cleanup, wastewater permitting, site remediation, historic preservation, tidelands, open space and compliance with the Open Public Records Act.
Ms. Rubinstein currently serves as Assistant to the Attorney for the Borough of Fort Lee and as counsel to the Policy Council for a federally funded early childhood education program. Ms. Rubinstein represented the New Jersey Turnpike Authority in obtaining 14 state and Federal permits and approvals for the widening of the Garden State Parkway between Interchange 30 and Interchange 80 and the construction of two new bridge spans over the Bass and Mullica Rivers and continues to provide counsel in real estate and permit compliance matters related to the ongoing construction of the Project. Additionally, Ms. Rubinstein has substantial experience with open space acquisitions and diversions, having successfully navigated the regulatory process for the diversion of Green Acres properties and the acquisition of municipal, county and State owned properties for use as part of the widening of the New Jersey Turnpike from Interchange 6 to Interchange 9.
Ms. Rubinstein received her B.A. in English from the University of Florida in 1996. She was also awarded her J.D. in 2000 and Masters of Science in Resource Economics in 2003 by the University of Florida. A Florida native, Ms. Rubinstein is fluent in Spanish.
