Biography

Allan C. Zhang is a Partner at DeCotiis, FitzPatrick, Cole & Giblin, LLP and a member of the firm’s Eminent Domain/Redevelopment and Public Entity practice groups. Allan’s experience focuses on public entity practice, eminent domain (representing both public and private clients), and redevelopment. He also served as a law clerk to the Honorable Charles W. Dortch Jr., Presiding Judge of the New Jersey Superior Court, Family Division-Vicinage 4 in Camden, New Jersey. Allan currently serves as President of the Asian Pacific American Lawyers Association of New Jersey (APALA-NJ) for the 2024-2025 term.

Allan received his B.S. and M.S.W. from New York University. He received his J.D. from Rutgers Law School in 2017. In law school, he served as a staff editor on the Rutgers Journal of Law and Religion and as student director of the Planning Estates Pro Bono Project. Allan also received the Dean’s Pro Bono Publico Award for Exceptional Service to the Community, Family Law Certificate, and Dean’s Award for Service to Rutgers Law School. As a certified legal intern, he represented clients in the Civil Practice Clinic and served as student director of the Domestic Violence Project. In 2016, he was awarded the prestigious Mary Philbrook Public Interest Award for public service.

Since 2020, Allan has been named a “Rising Star” in the New Jersey Super Lawyers Magazine. In 2025, he was named to the ROI-NJ Influencers Power List 2025: Law.
